LHASA (Large Housing Areas Stabilisation Action) is a joint project of cities and institutions of Germany, Poland, Italy, Hungary, Slovakia and Czech Republic, which was introduced in 2003 and finished in March 2006. The project was financially supported by the European Union within the Iniciative Interreg IIIB. This iniciative focuses on the cooperation of partners of several EU countries who realize a project together. Each partner realizes its own part and then they work together on the supranational elements. These are not investment projects but strategic documents and statements.

Urban Planning and Development Institute of the City of Pilsen was the only Czech partner involved in the project of LHASA. We have gained experience in so called framework planning, which is commonly used in Germany, in a model example of the housing estate of Vinice. It joins together an urban-architectural aspect of revitalisation of housing estates and planning in the social and economic field.

The most important result of the LHASA Project for the City of Pilsen was the elaboration of architectural-urban projects for two parts of the Vinice Park (part A – Vinice and part B – Na Chmelnicích). During the elaboration of the projects, the principle of partnership with local citizens was applied. Under the name of "Zelena pro Vinice" (Green for Vinice), Centre for Community Work of Western Bohemia organized meetings with citizens, surveys and discussions with the authors of the projects. The Urban Planning and Development Institute of the City of Pilsen gained a grant from the European Regional Development Fund (ERDF) for the whole project in the amount of 22 500,- €, which covered 75 % of the project costing.
